The position requires a Grade 12 qualification together with a National Diploma in Accounting, Economics, Cost and Management Accounting, Financial Management at NQF Level 6, or an equivalent finance qualification.
Candidates must have at least three years of experience in a payroll section.
The successful candidate will coordinate workflows, controls and procedures relating to payroll and salary administration. Duties include dealing with allowances, benefits and deductions, performing clerical and accounting activities, updating and reconciling payroll information, maintaining registers and handling specific creditor payment activities.
Additional responsibilities include maintaining payroll parameters, processing statutory deductions and rates of pay, maintaining Section 57 salary packages and councillors’ allowances, reviewing salary and wage information, preparing payroll reports and assisting with salary and allowance payments.
The position also involves reconciling statutory payments, deductions and allowances, responding to queries concerning deductions and allowances, and serving as the system administrator for VIP Payroll.

3. Manager: Fleet

A National Diploma in Fleet Management, Logistics Management, Supply Chain Management, Administration Management or an equivalent qualification is required.
Applicants must have at least five years of relevant experience in fleet management, including two years in a supervisory capacity. A valid driver’s licence and computer literacy are also required.
A Bachelor’s Degree in Fleet Management, Transportation, Logistics Management, Supply Chain Management, Public Administration Management or a related field is listed as an added advantage.
The successful candidate will be responsible for developing, reviewing and implementing fleet management policies and ensuring compliance with road and traffic legislation.
Responsibilities include the administration of municipal vehicles, licensing, servicing, disposal, traffic fines, insurance, vehicle allocations, fuel and invoices. The position also involves maintaining vehicle asset and liability registers, updating system information, investigating traffic fines and scheduling vehicles for servicing.
The manager will also develop a fleet management database, monitor health and safety requirements, develop an annual risk management audit and represent the Council on relevant safety structures.

5. Network Administrator

The minimum requirement is an NQF Level 6 qualification or National Diploma in Information Technology or an equivalent qualification. A valid driver’s licence is listed as an essential advantage, while two to three years of experience in information technology is required.
The Network Administrator will provide IT support to municipal officials across Uthukela offices and facilities. Responsibilities cover network systems, applications, financial and expenditure systems, personnel and payroll systems, databases, security, intranet and websites.
The position also involves administration of software and hardware, including servers, networks, computers, laptops and printers. Duties include backups, IT projects, system monitoring and resolving network-related problems.
Other responsibilities include researching technology solutions, assisting with software procurement processes, monitoring hardware assets, checking connectivity, performing system updates, providing telephone and online support and following up with third-party suppliers.
The successful candidate will also configure server access, monitor antivirus systems, maintain server backups, keep backup logs, ensure off-site storage of backup tapes and ensure hardware and software receive appropriate security updates.
6. Administrative Officer: Secretariat

8. Fire Officer

Responsibilities include inspecting fire hydrants, testing sites and inspecting premises for the issuing of burn permits. The position also involves conducting inspections at high-risk premises, attending meetings concerning fire protection requirements and dealing with queries and complaints.
Fire Officers will compile incident and fire investigation reports, control certificate of registration records and lead fire rescue crews during emergency incidents. These may include fires, emergency rescues and chemical spillages.
