The successful candidates will provide administrative, financial, and logistical support to ensure the effective implementation and monitoring of projects and programmes, including learner stipend administration.
Preference will be given to candidates residing in the respective province. No relocation assistance will be provided.

Purpose of the Job
The Project Administrator will provide comprehensive administrative, financial and logistical support to ensure the effective implementation, monitoring and reporting of projects and programmes, including the administration of learner stipend payments.
Minimum Requirements
Applicants must meet the following requirements:
- A National Diploma (NQF Level 6) in ETD, Business Administration or Management, Public Administration or Management, Human Resources Development, Office Administration, Project Management, or a related field.
- A Bachelor’s Degree (NQF Level 7) in a relevant discipline will be an added advantage.
- Proven experience in project management, coordination, and monitoring within a programme or project environment.
- At least two (2) years’ administrative experience in a project management environment with exposure to financial administration and logistical coordination in the ETD sector or public entities.
- Experience in learner administration, stipend processing, project coordination, or grant-funded programme administration.
- Computer literacy in Microsoft Word, Excel, PowerPoint, Outlook, and Internet, including experience with databases and learner data management systems.
- Knowledge of Skills Development legislation, processes, and stakeholder engagement within the education and training sector.
- Strong organisational and time-management skills with the ability to manage multiple projects and prioritise tasks.
- Excellent written and verbal communication skills with the ability to engage stakeholders at all levels.
- Familiarity with project management methodologies and project management tools.
- Ability to work under pressure and meet deadlines.
- High level of accuracy and attention to detail.
- Strong problem-solving ability with capacity to identify and mitigate risks and issues.
- Strong analytical and technical skills.
- Ability to monitor and control project variables effectively.
- Ability to work collaboratively in a team environment and contribute additional effort when required.

Duties and Responsibilities
The successful candidates will be responsible for:
- Providing administrative support for the coordination and implementation of projects and programmes.
- Preparing requisitions for Supply Chain Management (SCM) for procurement of project-related goods and services.
- Preparing, processing and maintaining project payment documentation in accordance with approved processes and ensuring proper record keeping.
- Administering and coordinating learner stipend payments, including verification of attendance, banking details and supporting documentation prior to payment submission.
- Maintaining and updating learner stipend and project payment registers (tranche payments) in line with approved SLAs and MOAs.
- Conducting final verification of approved documents prior to scanning, uploading and reporting.
- Ensuring all beneficiary and learner documentation is complete, accurate and properly filed.
- Capturing project information and uploading supporting documents onto the Management Information System (MIS).
- Verifying learner banking details against approved remuneration lists and resolving stipend-related queries.
- Following up on outstanding learner attendance registers and timesheets to ensure timely stipend payments.
- Completing UI19 forms for learners and responding to related enquiries.
- Preparing and issuing letters of award to beneficiaries.
- Coordinating project logistics, including travel and accommodation arrangements.
- Arranging meetings and liaising with stakeholders, service providers and beneficiaries.
- Supporting project monitoring and evaluation by compiling statistical data on participants and beneficiaries.
- Developing and maintaining a composite monitoring schedule for all projects.
- Coordinating Project Steering Committee meetings.
- Following up on termination processes involving constituencies, learners and service providers where applicable.
- Assisting with weekly, monthly and quarterly project reports.
- Responding to project-related queries and supporting the Provincial Manager.
- Performing any other administrative duties as delegated by the Provincial Manager.
