Application Requirements
Applications must be submitted on the prescribed Z83 application form, which can be obtained from any Public Service Department or downloaded from the Department of Public Service and Administration (DPSA) website at: https://www.dpsa.gov.za/newsroom/psvc/. The Z83 form must be signed, initialled and dated by the applicant, and it must be accompanied by a detailed curriculum vitae (CV).
Applicants are not required to submit certified copies of qualifications and other supporting documents when applying. Only candidates who are shortlisted for interviews will be required to submit certified copies of their qualifications and related documents. These certified copies must be submitted on or before the date of the interview and must not be older than six months.
Applicants should ensure that they use the correct and updated Z83 application form, as applications submitted using an incorrect or outdated form will be disqualified.
Completing the Z83 Application Form
When completing the Z83 application form, applicants must ensure that Part A and Part B are fully completed. For Part C to Part G, applicants should note that there is limited space available on the form. Applicants may therefore indicate “refer to CV” or provide brief information in these sections, provided that the CV attached contains the required details.
In addition, Page 1 of the Z83 form must be initialled, while Page 2 must be signed and dated by the applicant. Failure to follow these instructions may result in the application being disqualified.
Applicants who wish to apply for more than one advertised post must submit separate Z83 application forms and separate CVs for each post they are applying for. If an applicant applies for multiple posts using a single Z83 form, the application will only be considered for the first post listed on the form.
Submission of Applications
Applications can be submitted through postal services, courier services, hand delivery, or email, depending on the application instructions provided for each specific position. Applicants must ensure that their applications reach the department before the closing date and time. Late submissions will not be accepted.
For email applications, applicants must submit their documents as a single PDF document or one attachment per application to the email address provided in the vacancy advertisement. The total size of the email and attachments must not exceed 15MB. It remains the responsibility of the applicant to ensure that the application has been successfully submitted in the correct format.
Verification and Vetting Process
In accordance with Regulation 57(c) and 67(9) of the Public Service Regulations of 2016, as amended, the executive authority must ensure that all claims made by applicants are verified. This includes conducting Personnel Suitability Checks to confirm that candidates are suitable and fit for employment in the Public Service.
Shortlisted candidates will therefore be required to undergo the necessary vetting and verification processes, which may include qualification verification, criminal record checks, and other background checks as required by the department.
Foreign Qualifications
Applicants who obtained their qualifications outside South Africa must ensure that these qualifications are evaluated by the South African Qualifications Authority (SAQA). Proof of SAQA evaluation will be required if the applicant is shortlisted for the position.
Communication with Applicants
Due to the large number of applications expected, the department will not acknowledge receipt of applications. Correspondence will be limited only to shortlisted candidates.
If applicants do not receive any communication from the department within three months after the closing date, they should consider their application unsuccessful.
Senior Management Service (SMS) Requirements
For Senior Management Service (SMS) positions, there are additional entry-level requirements. In accordance with the Directive on Human Resource Management and Development on Public Service Professionalisation Volume 1, candidates must successfully complete the Senior Management Pre-Entry Programme endorsed by the National School of Government (NSG).

Pre-Entry Assessments
All shortlisted candidates, including those applying for SMS posts, will be required to complete two pre-entry assessments as part of the recruitment process. The first assessment will be a practical exercise designed to determine the candidate’s suitability based on the technical and generic requirements of the position.
The second assessment will focus on integrity and ethical conduct, ensuring that candidates meet the standards expected within the Public Service.
