
The Department of Home Affairs invites unemployed South African youth to apply for the Cadet Learnership Programme for 2026/2027, offering an opportunity to gain practical workplace experience and theoretical training in Immigration Services.
The learnership is offered in collaboration with the Public Service Education and Training Authority (PSETA) and will run for a 12-month contract period. Successful candidates will receive a monthly stipend of R4,500 for the duration of the programme.
The opportunity is aimed at unemployed young people who have completed Grade 12 or obtained an equivalent NQF Level 4 qualification and are looking to gain valuable skills and experience that can improve their chances of entering the labour market.
Applications are available in several provinces, including Gauteng, Eastern Cape, North West, Northern Cape, Mpumalanga, Free State, Western Cape, KwaZulu-Natal and Limpopo.

The programme forms part of a youth development and empowerment initiative designed to provide unemployed young people with formal training and experiential learning.
The training consists of both theoretical and practical components and focuses on the National Certificate: Immigration Services. Learners will be exposed to the core business functions of the Department of Home Affairs, particularly Immigration Services.
Preference will be given to applicants who live close to the office or centre where the learnership is based.

Who Can Apply?
The programme is intended for unemployed youth in South Africa who have obtained a Grade 12 certificate or an equivalent NQF Level 4 qualification.
Applicants should carefully select the reference number and centre applicable to the position being applied for. Preference may be given to candidates who reside within close proximity to the relevant Department of Home Affairs office.
Applicants who have previously participated in a Public Service Youth Development Programme, as outlined in the relevant government directive, may not be eligible for consideration.
Candidates who are currently receiving any form of financial assistance from government for another youth development programme are also not eligible.
Documents Required
Applications must include a fully completed New Z83 Application for Employment Form, effective from 1 January 2021, together with a comprehensive CV.
The CV should clearly include:
- Employment start and end dates in dd/mm/yy format
- Job titles
- Duties performed
- Reasons for leaving each employment period
- Details of at least two contactable employment references
The correct post number and job title must be clearly indicated on the application.
Shortlisted candidates will be required to provide additional documentation, including a copy of the ID document and Grade 12 certificate.
Applicants with foreign qualifications must provide the relevant SAQA evaluation results.
Successful candidates will also be subjected to pre-employment screening and security checks.
