The Western Cape Government Department of the Premier is inviting applications for Human Resource Clerk: Talent Sourcing and Human Resource Development Clerk: Internships, Bursaries and Learnerships positions. Both positions offer a salary of R237,453 to R279,708 per annum (Level 05) and are based at the Department of the Premier, Western Cape Government.

1. Human Resource Clerk: Talent Sourcing

Requirements
  • Applicants must have a Grade 12/Senior Certificate or equivalent qualification.

In addition to the formal qualification, candidates should have knowledge and skills relevant to human resources and recruitment administration. The position requires knowledge of the e-recruitment system and the Human Resource/Recruitment environment.

Computer literacy is also important, particularly proficiency in Microsoft Word and Microsoft Excel.

Duties

Another responsibility is to capture and update expenditure within the component. Accuracy and attention to detail are therefore important when handling administrative and financial information.

2. Human Resource Development Clerk: Internships, Bursaries and Learnerships

Requirements
  • Applicants must have a Senior Certificate (Grade 12) or equivalent qualification.

The position requires knowledge of national and provincial instruments and legislation relating to human resource management, particularly legislation and frameworks relevant to the public service.

Candidates should have knowledge of the Public Service Amendment Act, Public Service Regulations and Labour Relations Act.

Knowledge of human resource development legislation and documentation is also required. This includes areas such as:

  • Skills Development Act
  • National Skills Development Strategy
  • National Human Resource Development
  • SAQA Act
  • Skills Development Levies Act
  • Sectorial plans relevant to SETAs
  • White Paper on Public Service Training and Education

Candidates should have strong communication and interpersonal skills and be able to work effectively with others.

Experience in an administrative and clerical HRD environment is required. Experience in bursary administration, as well as internship and learnership administration, is also listed as a requirement.

Duties

The successful candidates will provide clerical support relating to various youth development programmes, including internships and learnerships.

Responsibilities will include assisting with the implementation and administration of these programmes and ensuring that relevant records and documentation are properly maintained.

The successful candidates will also render clerical support during the bursary advertisement and awarding process. This can involve administrative activities associated with bursary applications and the awarding of bursaries.

Another responsibility is providing clerical support with bursary contract management, payments and clearance certificate processes.

The position also involves providing administrative assistance with Recognition of Improved Qualifications (RIQ) applications.

Candidates will be responsible for updating relevant databases and files and supporting reporting and document review processes.

General clerical support within the relevant component will also form part of the role.

These duties require good administrative ability, attention to detail, record-keeping skills and the ability to work with confidential human resource information.
