Minimum Requirements

Applicants must meet the requirements set out in the municipal notice.

A Grade 12 certificate is required. Applicants must also be able to communicate effectively in English.

The successful candidate should be able to communicate, read and write in English and must have a thorough understanding of the ward where the project is located.

Applicants must have knowledge of the local area and understand the natural environment of the relevant ward. An understanding of construction activities is also important because the CLO will need to communicate with contractors and subcontractors during the project.

Applicants should have conflict resolution skills and an understanding of organisational development. These skills can assist with dealing with community matters and maintaining effective communication between different parties involved in the project.

Applicants must not be serving as a Community Development Worker (CDW). Candidates must also not be contractors, subcontractors or Ward Committee members.

Duties and Responsibilities

The appointed Community Liaison Officer will be expected to perform several duties connected to the relevant construction project.

One of the key responsibilities will be to facilitate communication between the Project Steering Committee (PSC) and the Department. The CLO will help ensure that relevant information is communicated between the project structures and the local community.

The CLO will also serve as a link between local resources and contractors. This may include helping contractors understand local community matters and ensuring that appropriate information reaches the relevant community structures.

Another important responsibility will be keeping contractors and the Department informed about community affairs and possible community dynamics that may affect the project.

The CLO will also assist the contractors’ supervisory staff with the management of workers. This responsibility requires good communication skills, professionalism and the ability to work with different people.

The appointed candidate will also be required to provide monthly reports to the Project Steering Committee. Reports will cover the progress of the project, local community involvement, training targeting and the equity status of employees.

Applicants should therefore be comfortable communicating with community members, contractors and municipal representatives and should be able to provide information in a clear and professional manner.

Who Can Apply?

The municipality has specified that applicants must reside within the jurisdiction of Dr JS Moroka Local Municipality.

In addition to the ward-specific requirement, applicants must have a valid South African identity document.

Candidates must not be contractors, subcontractors, Community Development Workers or Ward Committee members.

Applicants should apply for a project associated with the ward where they reside. For example, a person residing in Ward 07 should apply for the Ward 07 project rather than applying for a project allocated to another ward.

Candidates from wards that contain two or more villages are advised to indicate the name of the village instead of the section when providing their residential information.

People with disabilities are encouraged to apply and should declare their disability appropriately in the application.

Application Documents

Applicants are advised to submit a detailed Curriculum Vitae (CV) together with a cover/application letter.

The application letter should clearly state the following information:

  • The name of the project being applied for.
  • The relevant ward number.
  • The applicant’s relevant residential information.
  • A recommendation letter from the Ward Councillor or CDW.

Applicants should ensure that the information provided in the CV and application letter is accurate and easy to understand.

Important Information for Applicants

These Community Liaison Officer vacancies are specifically connected to construction projects within selected wards. The employment is temporary and for the duration of the construction period, meaning the positions should not be considered permanent municipal employment.

Applicants should carefully read the requirements and confirm that they meet the ward residency requirement before submitting an application.

A good understanding of the local community is particularly important for the CLO role. Applicants should be familiar with their ward, its communities and the local environment. Communication skills are also important because the CLO will interact with contractors, municipal officials, project steering committees and community members.

The position may be suitable for applicants who have experience working with communities, construction projects, local development activities or stakeholder engagement, provided that all advertised requirements are met.

Applicants should also remember that being a resident of Dr JS Moroka Local Municipality alone does not mean that an applicant can apply for every project. Each project has a specific ward requirement, and residents are encouraged to apply for the opportunity connected to their respective ward.

Interested applicants who meet the requirements are encouraged to submit a detailed CV and cover/application letter, together with the required recommendation letter, to the designated municipal offices.

Applicants should clearly identify the project and ward they are applying for and ensure that all information submitted is correct. The opportunity provides temporary employment linked to construction projects taking place within the local municipality and is specifically intended to involve residents from the communities where the projects are being implemented.
