Limpopo Economic Development Agency (LEDA) invites suitably qualified candidates to apply for the following positions. There are three Junior Accountant roles (P9) available for individuals with a solid grounding in accounting principles and financial management. Five Collection Officer positions (P9) are open to candidates skilled in debt collection and client engagement. Additionally, LEDA seeks one Legal Advisor (P6) with expertise in legal matters relevant to economic development. Lastly, there is one opening for a Collection Specialist (P6) to manage specialised collection tasks. Interested candidates are encouraged to submit their applications promptly.

Junior Accountants x 3 (P9)

Division: Finance Division, Lebowakgomo Head Office

Job Responsibilities:

  • Maintain accurate financial records.
  • Reconcile bank statements to cashiers’ deposits.
  • Reconciliation of properties creditors.
  • Follow up of variances from reconciliations.
  • Check and verify invoices and reconcile bank statements for correct stop order and debit orders and capture accurately to monthly general ledger.
  • Match bank payments on invoices to bank receipts and allocate receipts and credit notes so that customer balances show the correct due.
  • Debit, credit, and total accounts on spreadsheets and databases, using specialized accounting software.
  • Comply with legislation and company policies, procedures, and regulations.
  • Compile statistical, financial, accounting and auditing reports and tables pertaining to such matters as cash receipts, expenditures, accounts payable and receivable, and profits and losses.
  • Code documents according to company procedures.
  • Assist the properties accountant who creates LEDA’s financial statements.
  • Assemble information for external auditors for LEDA’s annual audit.
  • Provide information to the properties accountant.

Qualifications and Experience:

  • Grade 12 and relevant Diploma in Accounting or equivalent.
  • 1-3 years’ experience in the industry preferred.
  • Knowledge and skills: Knowledge of bookkeeping processes, knowledge of economic and accounting principles and practices.
  • Knowledge of accounting administrative and clerical procedures and systems.
  • Knowledge of business and management principles.
  • Microsoft package (Word, Excel, Point, CRM, Accpac for accounting systems) and HR Core and method.
  • Strong communication skills (verbal and written) must be able to work independently and take initiative.
  • Strong focus on responsibilities, excellent organization and administrative skill.
  • Method and pays attention to details, ability to prioritise work according to urgency and importance, people management skills and telephone etiquette.

Collection Officers x 5 (P9)

Department: Legal Services Department, Lebowakgomo Head Office

Job Responsibilities:

  • Monitoring assigned accounts to identify outstanding debts.
  • Planning and implementation of a course of action to recover outstanding payments.
  • Contacting Debtors to make enquiries on payment plans.
  • Identifying deviations from predetermined payment plans.
  • Correspond with accounts receivable accountant on outstanding debts.
  • Identify reasons and negotiate terms.
  • Update and inform receivable accounts to manager.
  • Resolve all queries to guarantee payment by the client.

Qualifications and Experience:

  • Certificate related to qualification in the relevant field.
  • 1-year related experience preferred.
  • Knowledge and skills: Experience in debtors journal and cashbook management.
  • Knowledge of basic financial management processes.

Legal Advisor x 1 (P6)

Department: Legal Services Department, Lebowakgomo Head Office

Job Responsibilities:

  • The Legal Advisor will be reporting to Head: Legal Services and is expected to provide legal advice and support in discrete legal issues by advising the organization on drafts contracts, agreements, MOUs, debt collection, civil litigation, registering loan securities, evaluating legal documents and labour related matters.
  • Conduct legal analysis of research on various legal matters of the organization and assist in drafting legal opinions, memoranda and other briefing documents.
  • Provide legal assistance while dealing with some particular legal tasks, litigations, contracts, dispute resolution and guide the organization on making an appropriate decision.
  • Provide advice on whether all the proceedings of the organization are in compliance with the requirements of the legislation and organization’s policies and procedures.
  • Provide advice to the organization so that there is no breach of any legislation.
  • Make recommendations and advice on new developments and related changes that may affect the organization.
  • Keep abreast of any changes in relevant legislation, make recommendations and advice on new developments and related changes that may affect the organization.

Qualifications and Experience:

  • A legal tertiary qualification, e.g., BProc or LLB, 5 years’ experience as a legal practitioner, either in corporate or legal practice environment.
  • Knowledge and skills: A demonstrable track record in drafting legal documents, contracts and amendments, ability to draft legal opinions, agreements, memoranda and briefing documents, excellent analytical, research and writing skills.
  • The ability to make good judgement calls, ability to work well within a team, good communication skills, ability to manage a large workload with a tight deadline and remain up-to-date with laws.
  • Sound understanding of all relevant compliance Acts and legislation affecting area of work, ability to analyse legal cases, make judgements on issues and apply case law appropriately, ability to strongly work knowledge of PFMA, Company and Tax Law regulations and contract law and all other relevant legislation, strong interpersonal and communication skills and the ability to make good decisions based on judgement are absolutely essential, excellent analytical, researching and drafting skills.

Collection Specialist x 1 (P6)

Department: Legal Services Department, Lebowakgomo Head Office

Job Responsibilities:

  • Perform recovery and manage the property portfolio.
  • Arrange for debt repayment or establish repayment schedules, based on customers’ financial situations.
  • Facilitate reconciliation of customer accounts in terms of queries received from customers and attorneys with regard to the arrears status of these accounts.
  • Prepare and over instructions.
  • Liaise with the attorneys monthly.
  • Provide information to attorneys regarding customer accounts with regard to the Head: Legal Services on operational issues within Legal Recoveries.
  • Facilitate tracing of delinquent accounts.
  • Manage the Legal Recovery Process and comply with regulation end.
  • Ensure that payments are on correct customer account.
  • Consolidated payment reports.
  • Coordinate with all recovery activities and co-ordinate and align with company policies and procedures.
  • Conduct assessments of legal recoveries and take credit risk decisions in accordance with LEDA policies.
  • Contact LEDA Legal for guidelines prior to handling over attorneys for litigation.
  • Liaise with attorneys on status of legal recovery process with regard to accruals handed over.
  • Resource optimisation.
  • Adhere to the Operating and Capital budgets of Credit Risk.
  • Meet the specific responsibilities, accountabilities and performance measures as contracted.
  • Support the design and development of business improvement initiatives.
  • Adhere to a culture of customer focus and high performance within Legal Recovery.
  • Coach and mentor staff.
  • Maintain relationships.
  • Build and manage strategic relationships with customers.
  • Promote and maintain a sound working relationship among collection officers.
  • Assist collection officers to resolve disputes.
  • Consult with attorneys on more complex matters.

Qualifications and Experience:

  • A recognised commerce or tertiary qualification (degree) in Commercial Law/LLB or related qualification.
  • 3-5 years’ experience in debt collection, Legal experience in SMME/ Corporate sector will be an advantage.
  • Knowledge and skills: Computer literacy, understanding of Loan finance will be an advantage.
  • Loan administration knowledge.
  • Knowledge of principles and processes for providing customer and personal services.
  • This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, stenography and transcription, designing forms, and other office procedures and terminology.
  • Knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders, agency rules, and the democratic political process.
