About the Position

The Election Monitoring Compliance Officer role is designed to support ICASA’s mandate of regulating broadcasting services during the election period. The successful candidates will monitor and assess election-related broadcasting content to ensure compliance with the provisions of the Electronic Communications Act and applicable election broadcasting regulations.

Broadcasting plays a vital role during elections by providing voters with access to information about political parties, candidates, election campaigns, and public debates. Ensuring fair, balanced, and lawful election coverage is essential for maintaining transparency and supporting democratic processes.

Individuals appointed to these positions will work closely with the Manager: Broadcasting Compliance and will be responsible for identifying and reporting instances of non-compliance among broadcasting service licensees.

Key Responsibilities

Successful applicants will be expected to perform a range of compliance monitoring and reporting functions during the election period.

Responsibilities include:

  • Monitoring compliance with the Electronic Communications Act No. 36 of 2005.
  • Monitoring compliance with the Municipal Political Elections Broadcasts and Political Advertisements Amendment Regulations, 2026.
  • Reviewing election-related broadcasts by broadcasting service licensees.
  • Capturing and recording relevant data and information from monitored broadcasts.
  • Identifying issues and trends covered by broadcasting licensees during the election period.
  • Detecting and reporting instances of non-compliance with applicable regulations.
  • Assisting with investigations relating to election broadcasting compliance matters.
  • Compiling detailed compliance reports as required.
  • Providing accurate and timely information to management regarding monitoring outcomes.
  • Maintaining records and supporting documentation relating to monitoring activities.
  • Contributing to the effective implementation of election broadcasting oversight processes.

Minimum Requirements

Educational Qualifications
