JOB PURPOSE
- To promote a safe, healthy, and compliant work environment by ensuring that all Health and Safety regulations, policies and procedures are adhered to.
- Provide input and guidance into the development of relevant policies and procedures and risk mitigation strategies.
- Manage all facilities-related functions to support operational efficiency and employee well-being, to minimise adverse effects on company assets and interests through the effective management of infrastructure, equipment and building services.
REQUIREMENTS & SKILLS
- Grade 12 / Matric
- Degree in in Health and Safety, Safety Management, Facilities Management or equivalent (NQF Level 7) – required
- SAMTRAC or OHSA Certificate (NQF Level 5) – will be an added advantage.
- Valid Driver’s License
- 8 Years Health and Safety Management experience including application of relevant legislation, standards, emergency evacuation procedures
- 2 Years Facilities Management experience
- Efficient experience working on employee wellness programmes

KEY PERFORMANCE AREAS
Budgeting and Administration
- Monitor expenditure against the approved budget and report variances.
- Initiate procurement processes to source relevant service providers and equipment related to health, safety and facilities
- Draft and manage Service Level Agreements (SLAs), ensuring service providers adhere to agreed terms
- Submit invoices for processing and follow up to ensure timeous payments
- Oversee the maintenance of accurate health, safety and wellness related records
- Provide monthly and quarterly updates and reports to the HR Manager on activities related to wellness, safety, and compliance.
Stakeholder Relations
- Address safety concerns raised by employees and conduct thorough investigations
- Proactively engage internal departments (e.g., Operations, Technical Services, HR, Finance) to meet and exceed stakeholder expectations
- Maintain relationships with service providers, auditors and the City of Johannesburg
- Escalate relevant facilities matters to the City of Johannesburg and respond to escalations from the Health and Safety Officer.
Health, Safety and Security Management
- Assist with implementation of Occupational Health and Safety (OHS) and Security strategies and plans to ensure compliance with the OHS Act
- Coordinate and facilitate the effective functioning of OHS Committees and resolve escalated matters
- Contribute to the development and review of safety policies and Standard Operating Procedures (SOPs)
- Develop, review and update disaster management and recovery plans
- Oversee the management of incidents and injuries on duty (IOD), including investigations, documentation and reports. Coordinate return-to-work plans with HR in a compassionate manner
- Investigate cases where employees refuse to work due to alleged danger, assess legitimacy and implement corrective measures where applicable
- Raise management and staff awareness of safety accountabilities and responsibilities and the importance of compliance
- Inspect and test work areas for potential accident and health hazards in collaboration with the Safety Officer
- Record and report hazards, accidents, injuries and health issues to management and put corrective and preventative measures in place
- Facilitate the investigation of accidents and unsafe work conditions, review possible causes and recommend remedial action
- Ensure effective functioning of access control and surveillance systems
- Plan and coordinate emergency response activities such as evacuation drills and first aid crews in collaboration with the Safety Officer
- Participate in internal and external audits and provide supporting documentation
- Attend monthly OHS meetings and provide recommendations for improvement
- Identify accredited service providers for external health, safety and wellness training
- Ensure compliance with health and safety statutory training requirements
Facilities Management
- Manage and coordinate facility related projects in conjunction with relevant service providers
- Manage the procurement process to ensure equipment and furnishings are available and compliant
- Supervise the installation, repair and maintenance of infrastructure, equipment, technology and furnishings. Ensure alignment with applicable standards (e.g., OSH Act, SABS)
- Monitor service provider compliance with architectural, electrical and mechanical standards e.g regular inspections by the Service Provider
- Manage alterations and renovations and where relevant liaise with the City of Johannesburg
- Manage facility relocations and movement of staff
- Coordinate outsourced operations, maintenance and repairs. Monitor service delivery and escalate issues as necessary
- Supervise daily preventative maintenance activities and ensure compliance with maintenance protocols
- Engage with Finance on budgets and Capex controls. Ensure adherence to budgetary provisions
Wellness Management
- Oversee wellness initiatives and coordinate wellness-related activities
- Support Wellness Days and ensure the implementation of wellness programmes
