Administrator: Learning Programmes & Quality Assurance X3 (B5)

FIXED-TERM CONTRACT: 6 MONTHS

Purpose: The purpose of this position is to provide effective and efficient administration in the Learning Programmes and Quality Assurance Unit.

Key Responsibilities
The ideal candidate should be able to fulfill and perform the following key responsibilities:

  • Administer the development of assessment tools for specific occupational qualifications, part qualifications and occupational skills programmes processes.
  • Assist with Quality Assurance administration functions in the unit with reference to accreditation of
    Skills Development Providers and Assessment Centres (merSETA, QCTO and NAMB) and requests for use of merSETA name and Logo, referral letters to other SETAs.
  • Coordinate Unit meetings.
  • Provide administrative support regarding the processes of provider accreditation, and learner SOR and certification, including trade test certificate applications.
  • Provide administrative assistance in Skills Development Providers (SDPs) and Assessment Centres (ACs) matters, accreditation, and audit records.
  • Retrieve supporting documentation and records on request to facilitate and support query resolution or discussions.
  • Prepare samples for audit purposes for previous fiscal years by tracing documents on the system or physically retrieving CDs from the storeroom.
  • Provide administrative assistance in the registration of Assessors and Moderators.

Qualifications, Experience

  • 3-year Diploma or equivalent NQF level 6 in Business Administration/Education/Training and Development or related field.
  • 1 year experience in Administration in a learning and development environment.

  • Technical skills and competence in administration.

  • Collaboration and effective communication (oral and written)

Purpose: The position is responsible for providing effective, efficient, and sound administration services
within the Learning Programmes and Quality Assurance Department as well as to providing support to the
Specialists and Managers in the Department.
Key Responsibilities
The ideal candidate should be able to fulfill and perform the following key responsibilities:

  • Sound effective and efficient administration of all records and information to enable easy accessibility, accuracy, and comprehensiveness of information.
  • Accurate capturing of information on the system, ensuring the database is kept up to date.
  • Ensure well organized, up-to-date electronic filing system is implemented and maintained.
  • Handle, report and respond to stakeholder queries and complaints.
  • Perform administrative tasks related to all functions in Learning Programmes and Quality Assurance Department and provide secretarial support in the Department.
  • Prepare documentation and reports for committees, meetings, and other forums as applicable
  • Coordinate meetings, ensuring sufficient preparations, attendance registers and minutes
  • Provide administrative support for provider accreditation, Verification Reports, Processing of Learner SOR, and learner certification, including trade test certificate applications.
  • Timely prepare and print certificates for distribution ensuring adherence to protocols
  • Verify supporting documentation for authenticity.
  • Capture and conduct quality assurance of information on the Management Information System (NSDMS and LMS) to approve or reject applications
  • Collate and prepare information and documentation for audits

Qualifications, Experience

  • 3-year National Diploma or equivalent NQF Level 6 qualification in Business Administration/ Office Administration/ Commerce/ Project Management/ Training or Related field
  • 1 year experience in administration within a similar environment

Purpose: The purpose of this position is to provide efficient and effective administration support in the Grants Management Unit.

Key Responsibilities
The ideal candidate should be able to fulfill and perform the following key responsibilities:

  • Liaise with internal stakeholders on payments, processes and procedures regarding the grants disbursement process to ensure the relevant region is always informed
  • Update DG/Project Contract Information and Project Performance on Commitment Register on the Systems
  • Communicate timely updates regarding project timelines to regional offices for them to align project
    service delivery
  • Prepare RFI documents for internal and external audits ensuring correct and comprehensive submission
  • Upload project documents such as MoA’s and payment evidence on TPIMS and SharePoint
  • Collate financial documents for review and approvals
  • Prepare memos and MoA Addendums for change requests and submit for review to direct report
  • Timely and efficiently prepare payment requisition packs for discretionary grants claims ensuring alignment with policies and procedures
  • Verify figures in the payment requisition packs and ensure that evidence is in line with internal grant management processes
  • Submit payment requisition packs to direct report for review and approval
  • Capture discretionary grants claims on the tracking register ensuring that the register is always up to date

Qualifications, Experience

  • 3-year National Diploma or equivalent NQF 6 in Business Administration/Finance /Accounting or related field.
  • 1 year’ experience in Administration in Grants Management/Finance

Purpose: The role is responsible for maintaining and administering the Quality Management Systems and other integrated systems to ensure seamless operation of the quality processes.

Key Responsibilities
The ideal candidate should be able to fulfill and perform the following key responsibilities:

  • Administer and maintain the QMS and other integrated systems ensuring adherence to standards
  • Maintain digital internal quality registers to ensure up-to-date and accurate quality register
  • Administer and disseminate quality related matters/queries across the organisation to ensure all departments and employees are informed
  • Action internal and external non-conformances registers, monitor corrective actions and mitigating actions and initiatives are implemented
  • Improve, and maintain ISO 9001:2015 certification
  • Coordinate, organise and administer QMS activities, including meetings, minutes, and attendance registers
  • Schedule QMS awareness sessions and ensure attendance registers are maintained
  • Provide support for the implementation of systems, processes, policies, and procedures to achieve key merSETA strategic goals
  • Support the development and administration of stakeholder corrective and preventative action (CAPA) and internal non-conformance

Qualifications & Experience

  • 3-year Diploma or equivalent NQF level 6 qualification in Quality Management or related field
  • A minimum of 1 year experience in Quality Management within the public sector

Purpose: The position is responsible for providing effective, efficient, comprehensive administration, secretarial and support service to the legal & compliance unit.

Key Responsibilities
The ideal candidate should be able to fulfill and perform the following key responsibilities:

  • Maintain contracts repository, all agreements and templates issued out of the legal & compliance office.
  • Maintaining a record of all decisions, advisory notes, issuing of memorandums, issued by the legal & compliance office.
  • Take minutes of inter departmental discussions, agreements and resolutions.
  • Projects a positive demeanor regardless of changes in working conditions and shows the ability to manage multiple conflicting priorities without loss of composure.
  • Administer, monitor control and ensure cost effective utilization of the Legal & Compliance unit’s budget.
  • Coordinate logistics for meetings, conferences, and special events.
  • Conduct research and compile information as needed for reports and presentations.
  • Monitoring all contracts that the Legal & Compliance unit is the project owner and ensure the manager informed of the status at all times.

Qualifications and Experience

  • Degree or equivalent NQF 7 qualification in Law or related field.
  • A minimum of 1 year experience in a similar position or in legal and compliance.
